Purpose: This tool helps the district decide which operations and maintenance, technology, and transportation projects should come first. Every project was scored using the same clear rules so the process is fair, consistent, and easy to understand. The sections below explain exactly how each score was calculated.

1. Four-Tier Priority Classification System

All operations and maintenance, technology, and transportation needs are evaluated against established criteria and categorized into four priority levels based on their impact and urgency:

2. Dual-Criteria Weighted Scoring Model

Each facility need is evaluated against both a primary and secondary prioritization criterion:

(Primary Criterion Points × 0.75) + (Secondary Criterion Points × 0.25)

Rationale: Most projects serve multiple purposes. For example, installing new security cameras (Primary: Interior Security = 100pts) also improves operational efficiency (Secondary: Operational Efficiency = 75pts). The weighted model ensures the primary purpose drives the score while acknowledging secondary benefits.

Single-Criterion Items: When only a primary criterion applies, that criterion receives 100% weighting (no penalty for absence of secondary criterion).

3. Strategic Bonus Multiplier

A tiered bonus multiplier is applied to recognize items with multi-school or district-wide significance:

Multiple Schools Bonus
MULTI
+15% An item receives this bonus if it meets BOTH criteria:
1. Multi-school scope (but not "All Schools"):
• School/Building field contains multiple schools (e.g., "EMS, EHS")
• Description is identical/similar to other items that collectively address multiple different schools
2. Priority qualification:
• Primary criterion is Priority 1a, 1b, or Priority 2
• Priority 3 items do NOT qualify for this bonus
Projects addressing multiple schools provide greater efficiency than single-school projects, but less than district-wide initiatives.

Note on Safety/Security Items: Safety and security items are identified visually with the SAFETY tag when the primary or secondary criterion is Safety/Security Perimeter, Student Safety, or Interior/Facility Security. These items are already prioritized through the Priority 1a classification (100 base points) and do not receive a separate scoring bonus.

Note on Law/Code/Mandate Items: Items with Law/Code/Mandate as a primary or secondary criterion are identified with the LAW/CODE tag and are classified as Priority 1a (100 base points).

Note on Student Identified Priorities: Items identified as priorities by students are tagged with STUDENT for visibility and filtering purposes. This tag does not carry any bonus points and does not affect an item's score.

4. Timeline Urgency Multipliers

Timeline urgency directly affects final prioritization. Projects needed sooner receive higher final scores:

Strategic Implication: This time-weighting ensures urgent needs surface to the top while preserving visibility of important long-term planning items.

5. Complete Scoring Formula

The final score for each item is calculated using the following comprehensive formula:

STEP 1: Calculate Priority/Impact Score
Priority Score = (Primary Points × 0.75) + (Secondary Points × 0.25)
Priority 1a=100pts, Priority 1b=90pts, Priority 2=75pts, Priority 3=50pts

STEP 2: Apply Multi-School Bonus (if applicable)
+ All Schools Bonus: Priority Score × 0.25 (for Priority 1/2 only)
+ Multiple Schools Bonus: Priority Score × 0.15 (for Priority 1/2 only)
Total with Bonus = Priority Score + Bonus

STEP 3: Apply Timeline Multiplier
Final Score = Total with Bonus × Timeline Multiplier

  • Timeline: Immediate (2026-2027)

Calculation:

  1. Priority Score: (100 × 0.75) + (90 × 0.25) = 75 + 22.5 = 97.5
  2. Multi-School Bonus (15%): 97.5 × 0.15 = +14.625
  3. Total Before Timeline: 97.5 + 14.625 = 112.125
  4. Timeline Multiplier: 112.125 × 1.0 = 112 points

Result: This item scores 112 points. It receives the multi-school bonus (15%) because it affects two schools (EMS, EHS) and has a high-priority primary criterion.

Scoring Example: Wheelchair Bus (All Schools)

Item Details:

  • Primary: Law/Code/Mandate (100 points - Priority 1a)
  • Secondary: Law/Code/Mandate (100 points - Priority 1a)
  • All Schools: Yes (25% bonus)

Calculation:

  • Importance (Y-axis): Determined by whether the primary criterion is Priority 1 (≥100 points) or Priority 2/3 (<100 points)
  • Urgency (X-axis): Based on timeline - Immediate/3-year items are urgent; 5-year/10-year items are non-urgent
